ACOA Adult Children of Alcoholics
Act Mental Health/Mental Retardation Act of 1966 that establishes Behavioral Health Administration services as a county responsibility.
Act 33 Clearance: A Pennsylvania law that affects people who work with children. It requires people who are interested in becoming caretakers for or employees working with children to determine if there are reports of child abuse against them. The law also requires clearance through the Pennsylvania State Police to determine if the person has a criminal history record. The cost of each clearance is $10. Out-of-state applicants must also be screened by the FBI; that cost is $24.
ADA Americans with Disabilities Act
ADAMH Alcohol Drug Abuse and Mental Health Administration - A component of the Public Health Service in the Department of Health and Human Service (Federal).
ADHD Attention Deficit Hyperactivity Disorder - Behavior characterized by inappropriate degrees of inattention, impulsiveness, hyperactivity.

Adult Development Center - Provides day care for developmentally disabled adults over 18 years of age.
Aftercare A service that provides care for clients who have returned to the community from hospitals or institutions.
Allocation The amount of funding given to an agency in any given period.

Commitments The process by which individuals are admitted into mental health facilities on an inpatient basis. Involuntary commitments fall into the following general categories:
201-Voluntary Examination and Treatment 302-Involuntary Emergency Examination and Treatment – Not to exceed 120 hours. 303-Extended Involuntary Examination and Treatment – Not to exceed 20 days. 304-Court Ordered Involuntary Treatment – Not to exceed 90 days.

Confidentiality - The right of every client to have any and all information divulged by him or her completely unknown to any person except authorized employees of an agency. Under the regulations involving client confidentiality, no information given by the client may be given either to an individual or agency without the client’s written consent.
Cost Center A specific area of expenditures within an agency budget - the specific cost centers allowable within the Behavioral Health Administration system are established in the Handbook for Fiscal Administration and the 6100 regulations.
County Administrator – Serves as the individual with authority specified in Section 305 of the 1966 Act, to administer the county program and to insure that Behavioral Health Administration services are available.

MR Mental Retardation – A condition existing in a person when his overall behavior is subnormal in comparison to that of other persons of similar calendar age. According to the American Association on Mental Deficiency: “Mental retardation refers to subaverage intellectual functioning which originates during the developmental period and is associated with impairment in adaptive behavior.” Levels of mental retardation (from least to greatest) are as follows: borderline, mild, moderately severe, and profound.
